The “Golden Ticket”: The East Africa Tourist Visa (EATV)
Before looking at individual country requirements, ask yourself: Are you planning to visit both Uganda and Rwanda during this trip?
If the answer is yes (and perhaps Kenya too), stop right here. The East Africa Tourist Visa (EATV) is likely your best option.
- What it is: A single joint visa that allows multiple entries between Uganda, Rwanda, and Kenya for tourism purposes over a period of 90 days.
- Why get it: It saves money and hassle compared to buying separate visas for each country. (It usually costs around $100 USD).
- Crucial Rule: You must apply for the EATV through the immigration department of the first country you intend to enter. If you land in Entebbe first, apply through Uganda. If you land in Kigali first, apply through Rwanda. (see table below for more details).
1. For Travelers from East Africa (EAC Citizens)
If you are a citizen of a Partner State of the East African Community (EAC)—including Kenya, Tanzania, Burundi, South Sudan, the DRC, and Somalia—traveling to Uganda or Rwanda is very straightforward.
- Visa Status: You generally enter both Uganda and Rwanda Visa-Free.
- Requirements: You will need a valid passport or, in some cases, a standard national identification card from your home country to cross the border. You usually receive a free Visitor’s Pass upon arrival, valid for up to 6 months.
2. For Travelers from the Rest of Africa
For holders of passports from African nations outside the EAC block (e.g., Nigeria, South Africa, Ghana, Egypt), the rules vary significantly depending on diplomatic relationships.
- The Trend toward Openness: Both Uganda and Rwanda have made significant strides in making travel easier for fellow Africans.
- Rwanda: Rwanda has maintained a very progressive policy, allowing citizens of all African countries to get a visa upon arrival at Kigali International Airport or land borders (often free or for a standard fee of $50 USD for 30 days).
- Uganda: Uganda has many visa-exempt African countries (such as Ghana, Mauritius, Seychelles, Zambia, and Tanzania). However, others may still require an e-visa applied for in advance. Always check the current immigration list before traveling.

For the majority of international tourists arriving from North America, Europe, Asia, and Oceania, a visa is required to enter both Uganda and Rwanda.
